Emil J. Ali and the team at Carr Butterfield, LLC provide legal representation of patent and trademark attorneys in professional conduct investigations and enforcement actions initiated by the United States Patent and Trademark Office (USPTO), Office of Enrollment and Discipline (OED).
Mr. Ali formerly investigated and assisted in the prosecution of attorney misconduct at the OED and helped to promulgate the USPTO Rules of Professional Conduct. Mr. Ali is also a registered patent attorney. As the one of the only former OED attorneys actively representing clients before OED, his unique experience affords him a unique understanding of the regulation of IP professionals. Mr. Ali has handled cases ranging from invention promotion companies to allegations of neglect and conflicts of interest. Mr. Ali is also available to assist applicants for admission in moral character and technical evaluations, limited recognition petitions, show cause orders, petitions to the Director, as well as assisting disciplined practitioners with reinstatement petitions.
Mr. Ali also routinely presents CLEs to bar associations as well as law firms to help improve compliance with the various ethics rules, and to avoid OED complaints. Mr. Ali is also an adjunct professor of law at Lewis and Clark Law School in Portland, OR where he teaches legal ethics. Mr. Ali is also involved in improving the legal profession. His passions include advocacy in favor of proactive management-based regulation (PMBR), and he is active in the American Bar Association Center for Professional Responsibility.

Lisanne M. Butterfield - Partner
As the firm’s lead litigator with 25+ years’ experience representing clients, Lisanne M. Butterfield’s cases include patent and trademark litigation, and litigation and regulatory matters for licensed professionals across a broad range of disciplines. Ms. Butterfield also defends practitioners against allegations of misconduct in OED investigations.
Ms. Butterfield appreciates the high value placed on a professional license and on the ability to practice or work in one’s chosen profession. Ms. Butterfield often defends and advocates for the rights of professionals targeted in licensing investigations, formal adverse proceedings, and all manner of negotiations, including formal and informal disciplinary actions. Ms. Butterfield’s clients include attorneys, realtors, financial services professionals, accountants, physicians, orthotists, dentists, builders, veterinarians, writers, and educators.
In addition to her tenure as a former member of the Ethics Committees of both the Oregon State Bar and The Territory of Guam State Bar, Ms. Butterfield also served as a chairperson and panel member of the Oregon State Bar Disciplinary Panel. In that capacity, Ms. Butterfield served for many years as an arbiter and fact-finder for contested cases within the disciplinary process. In more recent years, Ms. Butterfield has served on the Judicial Selection Committee of the Multnomah Bar Association, The Oregon Bench and Bar Commission on Professionalism, the Diversity Admission Committee of the Multnomah Athletic Club, and as a board member for various nonprofit associations, independent schools, and charitable organizations.
